NO to removing Price Caps.

Lots of non-profits use .org. These organizations spend lots of years teaching users to go a .org domain name, now you are proposing for them to have to reteach users to go somewhere else?  Just say No.

Opens a big door for hackers that use domain jumping also as people move off newly expensive .org domains.
