The change proposed to section 2.10 baselessly asserts that new registrations do not deserve the same protection as existing domain holders. Rather than continuing to grant the current registries an ongoing monopoly, ICANN should recognise these TLDs as the utility they are and impose strict price controls based on actual cost.
