I really haven't been a fan of many of ICAAN policies and your position regarding uncapping rate increases on .org is yet another example of how distorted ICAAN has become. all gTLD's are not the same, and the .org predate ICAAN, originally belonged to american people and shouldn't be subject to your decision to allow unjustified rate increases. There should be a "constitution" of sorts for .com .net and .org that prevent the technocrats at ICAAN or the corporate registries that run those gTLDs from interfering from the original intent of these gTLDs. ken t.
