I understand that the Canadian International Internet Dispute Resolution Centre (CIIDRC), a subsidiary of the British Columbia International Commercial Arbitration Centre (BCICAC), has applied to be a dispute resolution
service provider for ICANN. Based on my experience with BCICAC, I can attest that the Centre has demonstrated excellent capability to handle proceedings in online disputes in an expeditious, orderly and fair manner, including communications involving more
than one country.
I do not live in Canada, but do serve on BCICAC arbitration panels for domain name disputes. I am familiar with the staff and with a number of other arbitration panelists for domain name disputes. The staff does
an excellent job in administering, monitoring, and keeping the dispute resolution process moving along. It is very easy to communicate with the staff, and I am impressed with its quality, efficiency and responsiveness.
The other panelists are of the highest caliber. I have worked with arbitrators on the panel who reside in a variety of locations. Each panelist has been very familiar with the issues to be addressed in a domain
name dispute, and we have worked very well together and have worked efficiently despite being located in different countries and different time zones. Therefore, I can recommend the panel as experienced domain name arbitrators who would be very capable of
handling domain name disputes for the other top-level domains.
I have been an arbitrator for over forty years and have participated in international arbitrations for most of that time. I have had the opportunity of working with other service providers and am very happy to recommend CIIDRC to become
an ICANN dispute resolution service provider.
