The IPC will not be submitting a public comment in the re-opened forum.  We await a response to  the reply comments that we timely filed on June 21, see http://forum.icann.org/lists/comments-op-budget-fy14-10may13/msg00015.html .  We note that our comments were omitted from the staff summary of comments received (http://forum.icann.org/lists/comments-op-budget-fy14-10may13/msg00019.html ), from the document responding to public comments, see http://www.icann.org/en/news/public-comment/summary-comments-op-budget-fy14-08jul13-en.pdf , and from the presentation made at the Finance session in Durban, see http://durban47.icann.org/meetings/durban2013/presentation-finance-17jul13-en.pdf . You e-mailed me on July 18 to say that “we will provide a 2nd version of responses that will include responses to the IPC and ccNSO comments,” but I have not seen anything yet.  It does not seem that the public comment process is a useful way for IPC to express its views to ICANN on this issue, so we are pursuing other channels, which have included direct conversations with you and other ICANN staff. 

 

In any event it does not seem as though the re-opened comment period covers the staff recommendations on IPC requests for funding from the AC/SO support account, since these recommendations were not “presented during the Finance session at ICANN 47,” but instead were communicated to us via e-mail later in the Durban meeting.  With respect to these recommendations, I can  convey IPC’s deep disappointment that ICANN will not provide any funding for an IPC secretariat, which is our top priority and an essential step to facilitate our continued participation in the multi-stakeholder model.  In light of this recommendation, we are now pursuing alternatives, some of which have been discussed with you.
