Chuck, Tijani, et al, Though this working session could be an opportunity for a discussion of both the process and the main assumptions of the FY16 Operating Plan and Budget, it was initially intended to be about the main assumptions:
- review of the revenues projections assumptions and figures
- year on year baseline expenses variance assumptions
- priorities: what, why
- initiatives (Ie USG transition, impact of USG transition, implementation of ATRT2 recommendations, Whois next generation,...): what, why, how. We believe that this timing of the Singapore meeting (aside for expected scheduling challenges), is an ideal opportunity to exchange on the main budget assumptions before the staff finalizes the budget development. Discussing the process and notably the next steps/actions post-Singapore would also be a natural subject to discuss. Let's use this email thread to narrow down the most useful agenda. Happy new year to all! A lot of important work ahead of us this year!

Thanks Xavier. I had understood that this group would talk about the budget process going forward. According to the objective below, that appears to still be the case; is that correct?
To make it clear that this is not an opportunity for community input on the Operating plan & budget themselves, I think it might be a good idea to reword the objective something like the following: “Early input on the process for obtaining community input on the FY16 Operating Plan and Budget.”

The below working group definition has resulted from input received during 2 calls held between staff and participating community members early end of November:
OBJECTIVE: Early community input on the FY16 Operating plan and Budget process.
HOW: Small working group (up to 15 participants in total, including about 3-4 staff) to review and define budget assumptions relative to Revenue, priorities, initiatives, expenses envelopes.
WHEN: During Singapore meeting, in an approximately 4-hour working session, from 18:30 to 22:30 (including a dinner break). The chosen day will be determined through doodle poll.
WHO:
Any Community member: staff, board (BFC members most likely), stakeholders.
Members must have the experience of either the ICANN’s budget process, OR another organization’s budget process[Chuck Gomes] 010608$BNG [Chuck Gomes]
Representation: * Ideally, participants come from a large number of different organizations, so that the group benefits from diverse views/backgrounds, * However, participants represent only themselves, and not the organization(s) that they may be members of (working group members do not bind their organization of origin with their views). * The group does not have to represent all stakeholders, it simply needs to have interested and competent members. WHAT IT IS NOT:
A budget steering committee
An opportunity to ask or direct funding
A required step in the process to provide input. Separate input can be provided independently during the public comment process. ACTION: If you have participated to ICANN’s or another organization’s budget process, and are interested to participate to this working meeting, look for the upcoming doodle poll to choose which day(s) of the Singapore meeting week you can participate. See attached a reminder of the budget calendar for FY16.

That is fine Xavier but that is different than what I thought was discussed last year. At the same time, maybe the delayed scheduling of this meeting means that what you suggest is more appropriate for FY16.
