Chuck, just to respond e secretariat support, I think it is a reasonable amount, but is also in line w the need for ICANN to support the non contracted SGs/community ability to address and meet needs of support to the policy work, outreach, etc.
I was hearing about all the support being added to address applicants, which is one part of ICANN's role, but the broader participation of the non contracted parties SGs/Constituencies, ALAC, etc, is a safeguard for ICANN's roles and responsibility.
I think we were all conservative in our requests, but am of course happy to discuss. As you know from the discussion during the budget meeting in Durban, Tony, Steve M, Tijani and I made comments.

Steve, If ICANN funds secretariats for one constituency or SG, should it fund them for all who want that support? If so, that could be a significant expense. Chuck

In any event it does not seem as though the re-opened comment period covers the staff recommendations on IPC requests for funding from the AC/SO support account, since these recommendations were not "presented during the Finance session at ICANN 47," but instead were communicated to us via e-mail later in the Durban meeting. With respect to these recommendations, I can convey IPC's deep disappointment that ICANN will not provide any funding for an IPC secretariat, which is our top priority and an essential step to facilitate our continued participation in the multi-stakeholder model. [Chuck Gomes] I wasn't questioning whether the amount was reasonable or not. I was really asking whether secretariats should be funded for all constituencies and/or SGs and other ICANN bodies. If so that would likely be a significant cost.

[Chuck Gomes] The support for applicants is covered in the large fees they have paid. Are you talking about support that is not covered by applicant fees?
I think we were all conservative in our requests, but am of course happy to discuss. As you know from the discussion during the budget meeting in Durban, Tony, Steve M, Tijani and I made comments. [Chuck Gomes] I fully appreciate how critical secretariat support is. The RySG would be dead in the water without good secretariat support. I didn't even look at the amounts various groups requested for secretariat support. I believe that all constituencies and SGs need secretariat support. The questions that I think we need to answer are: Should secretariat support be covered by ICANN funds? If so, should it be done for all qualifying groups? What are the qualifying criteria? Should the amount funded be equal for all groups regardless of their size? I don't claim to have the answers to these questions, but I think they are worthy of discussion and I believe that we as a community could come up with some reasonable answers.
