Dear ICANN Community:

ICANN has published<https://www.icann.org/en/public-comment/proceeding/draft-fy23-27-operating-a...> revised versions of the following documents on the Public Comment page: the ICANN FY27–31 Operating and Financial Plan, the ICANN FY27 Operating Plan and Budget, the IANA FY27 Operating Plan and Budget, and a Highlights document. A summary report of Public Comments was published on 2 April 2026.

Publishing these revised plans is an important step to ensure transparency and show how the comments received through the Public Comment process were addressed. As a result of Public Comments, text updates to increase clarity were made to the ICANN FY27–31 Operating and Financial Plan and the ICANN FY27 Operating Plan. Also, after reassessing the funding forecast, a positive US$4 million adjustment was made to FY27 Funding (from US$161 million to US$165 million). No changes were made to the expenses that remain at US$161 million; the additional funding is planned to result in a surplus that would be transferred to the Supplemental Fund for Implementation of Community Recommendations (SFICR) upon completion of the fiscal year and Board approval. ICANN will host a community webinar on 23 April 2026 from 15:00–16:00 UTC to review the revised plans ahead of presenting to the Board Finance Committee and then will be presented to the ICANN Board for consideration in May 2026. The webinar will be recorded.

Under ICANN's Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en>, following the Board’s adoption of these plans, the Empowered Community may consider whether to reject the plans as adopted. As long as there is no Empowered Community rejection process pending, the plans will take effect on 1 July 2026.
