Council elections

Councillors, I wanted to inform you of a discussion we had on the Leadership call today, about the upcoming Council elections and the NCA situation. I am asking staff to query the general Counsel on the following. It is our (the Leadership team's) understanding that: - Should an NCA be elected Council Chair, that person would serve as a non-voting Chair (see Council op procs). - Should an NCA be running for the Chair election, that person is still eligible to vote until elected Chair (so in effect that person can vote in the Chair election). - The 2012 NomCom has made an assignment for the position of non-voting (or homeless) NCA. This means that, Chair election not withstanding, Lanre remains assigned to the NCPH and Thomas to the CPH. - Given the above, if Thomas is elected Chair, he would remain assigned to the CPH but would become non-voting, which in effect means the CPH looses one vote. So here I am asking the general Counsel whether, if Thomas is elected Chair, the NomCom would not have to reassign Jennifer to the CPH? Staff, please ask JJ to provide an answer asap so that all of us are clear on the above going into our Toronto work weekend, where the Council will be talking to the Chair candidates and should therefore have the requested information. Our Toronto meetings

Councillors, I just wanted to draw your attention to a couple of things with regards to our Toronto agenda. Extreme scheduling challenges have meant that we will not be meeting with two of our regular meeting partners, the ccNSO and the GAC. The GAC's High Level meeting is taking up a lot of bandwidth in Toronto and we have had to accommodate that. So has the ccNSO. We are currently working with the ccNSO leadership on a joint Chair/VIce Chairs meeting and I will let you know if that happens. Our meeting with the Board will happen as usual. And as Glen and Wolf have worked so hard to complete our weekend schedule, they have included a discussion session on that. I would like to suggest that we include, as topics for our discussion with the Board, 1) the GNSO review and 2) the impact of new gTLDs. Finally, just to remind you that we are trying a new session in Toronto which is the lead-in brainstorming session. You will all remember that this has been enacted after it was suggested during our Prague wrap-up, and I am very please to see it on our agenda. IRD report-- follow up actions

Dear Stéphane, Councilors, I'd like to have your attention on the possible follow-up action items for IRD. In the co-signed GNSO-SSAC letter sent to the Board last month, we have mentioned that "*requesting the (IRD) implementation plan time-lines and clarifying that any policy implications in implementing the recommendations will have to be considered by the GNSO Council*". As we are expecting the Board / Staff to provide time-lines, as well as to receive the regular updates from the Staff on the technical front (refer to recommendation 1 -- IRD submission and display AND 3 -- IRD access protocol). It is my belief that the Council can work in parallel and initiate the work on preparing the issue report for recommendation 2: " 2. The GNSO Council and the SSAC should request a common Issue Report on translation and transliteration of contact information. The Issue Report should consider whether it is desirable to translate contact information to a single common language or transliterate contact information to a single common script. It should also consider who should bear the burden and who is in the best position to address these issues. The Issue Report should consider policy questions raised in the IRD-WG Final Report and should also recommend whether to start a policy development process (PDP) to address those questions. " The RySG has agreed such approach and I am expecting further feedback from the RrSG as well. From an operational viewpoint, translation and/or transliteration of registration data does require clear responsibilities from registrants and registrars. As the Toronto meeting approaches, I feel that it's rather important to address this issue timely not only the ground works has been done for few years, but the result of the work should offer complete clarity for IDN gTLD. If you all agree, we would then ask the corresponding staff to prepare: 1) IRD technical update 2) Resolution of issue report on Rec. 2 for the Toronto meeting. Comments and suggestions are welcome.
