With regard to your second point, I think you are correct. Regarding statements, my only asks were that (1) the statement clearly indicate whether it is on behalf of an SG/C, or an individual Councilor, and (2) that statements be submitted in writing or briefly summarized (1-2 sentences), rather than read in their entirety.

1. shouldn’t it read at the beginning of the letter “On behalf of the GNSO ...” since the GNSO is the chartering organization, not the council?
2. I understood yesterday that accompanying statements shall be provided by constituencies as well as individual council members.
