This was the url for viewing which anyone can use.  In order to edit, council members must log into http://docs.google.com/ with the account i used to include them in the group of those entitled to edit.  At that point they pick this document, assuming they have more them one document, and then use the edit capabilities.

incidentally, if you are already logged into http://docs.google.com/ then the url i sent will put you in the correct place for editing.
