Motion – Update to Policy Development Process (PDP) Manual and GNSO Guidance Process (GGP) Manual to Incorporate Board Un-Adoption Process

WHEREAS:

  1. On 14-15 January 2025, the GNSO Council held their Strategic Planning Session and, with GNSO Board members present, discussed a potential process for the ICANN Board to un-adopt GNSO policy recommendations after noting a procedural gap - the lack of a defined process for the Board to reconsider an adopted GNSO policy recommendation;
  2. On 19 August 2025, the GNSO Council sent a summary of the Council’s discussions during the Strategic Planning Session to the Board;
  3. On 27 October 2025, the GNSO Council met with the ICANN Board and proposed the proposed un-adoption process be contained within the Policy Development Process (PDP) Manual and GNSO Guidance Process (GGP) Manual;
  4. On 27 October 2025, the ICANN Board noted that the proposed placement of the un-adoption process in the PDP Manual and GGP Manual was appropriate and thanked the GNSO Council for making progress on this topic;
  5. On 20 November 2025, the GNSO Council published the proposed process for the Board to un-adopt a GNSO policy recommendation as redlines to the PDP Manual and GGP Manual for public comment;
  6. On 11 March 2025 and 16 April 2025, the GNSO Council discussed proposed edits to the updated PDP Manual and GGP Manual to factor in the public comments received and strike a balance between flexibility and appropriate guardrails.

RESOLVED:

  1. The GNSO Council adopts the updated GNSO PDP Manual and the updated GGP Manual.
  1. The GNSO Council requests that GNSO Support Staff publish the updated manuals in the appropriate places on the ICANN website.
