I do not understand why "geographic diversity" is being sought, but no other elements of diversity. I would have thought what we were really interested in is ensuring that overall population diversity is broadly accounted for on the CSC, which might involve language and other culture, religion or ideology, economic status, gender, etc. Geography is a bad proxy for ensuring social differences on any team. I also think it is possible to have a CSC filled with qualified members from a diverse slate of candidates.

Hi Donna,
Thanks for your email. I don't see how this language is incompatible with what you said on the call. I am not saying that diversity should supersede qualifications; I'm just saying we should "encourage" the respective Councils to consider the elements of diversity that have been identified by the CCWG when making their appointments, along with skillset. It's more a friendly reminder - 'hey we have this, do look over it' - than anything else.

We furthermore encourage the respective councils to appoint members in line with the principles and elements of diversity that were identified by the Cross-Community Working Group on Accountability Work Stream 2 Diversity Sub-Group.
