As per Michele’s email this is specifically from the CPH and not a subsection of the IRT.
As the IRT Liaison I specifically refrained from sharing the email to avoid the confusion.
Note that the letter was shared by Dennis Chang with the entire IRT this week. We had a call yesterday and I offered to relay any IRT communication
to the Council (now or later, as is my role). At this stage the IRT hasn’t prepared any such communication.
