Dear Councilors,

As a next step in preparation for the GAC-GNSO Facilitated Dialogue on Closed Generic gTLDs, the staff support team has produced the attached Problem Statement and Briefing Paper to assist with establishing the problem space that the dialogue is seeking to address.

This document is also being shared with the GAC for its consideration.
