Can you please elaborate a bit on why you see these as not fully appropriate for inclusion in ICANN’s 5-year Strategic Plan?

 

As I noted below, we have until next week (24 July) to exercise any action as a Decisional Participant in the Empowered Community concerning a Rejection Action Process (RAP). Is it your view the Council should consider this action, or something else?

 

Separately, there is an open public comment period (closes 5 August) on Draft Financial Assumptions & Projections and Operating Initiatives for the development of Fiscal Years 2021-2025 Operating & Financial Plan. https://www.icann.org/public-comments/draft-financial-projections-fy2021-2025-2019-06-14-en

 

This was flagged in AOB during yesterday’s Council call, but there was no substantive discussion.

I find in particular risk related points raised on page 15 (ICANN’s governance) and 24 (Geopolitics) are not fully appropriate. 

 

ICANN’s Governance (page 15)

Strategic risks:

• Unclear community and organizational priorities compete for scarce resources.

• The cost to implement ICANN’s multistakeholder model becomes unaffordable.

• Polarized positions or agendas that do not represent the collective interest impede progress and waste resources.

• Increased workload for the ICANN community, Board, and org impact the ability to effectively support ongoing work, resulting in community fatigue or stakeholder disengagement.

• Process complexity impedes ICANN’s ability to keep pace with the speed of external events that impact its future.

• Perceived or actual delays in decision-making fuel doubts about ICANN’s ability to address serious global issues in a timely fashion. 

 

Geopolitics (page 24) 

Strategic risks:

 

• ICANN’s inability to establish itself as a key player in Internet governance results in increased external interventions by nation states or other entities.

• Failure to anticipate legislative efforts force ICANN into a reactive mode

The attached notice, dated 2 July 2019, concerns the GNSO’s obligations as a decisional participant in the Empowered Community vis-à-vis approval of the FY21-25 Strategic Plan.  This notice triggered the bylaw-mandated 21-day period for decisional participants to consider initiating a Rejection Action Process (RAP).

 

Here’s the relevant language from the letter:

 

“This Board Notice triggers the Empowered Community Rejection Action Process as set out at

Annex D, Section 2 of the ICANN Bylaws. The timeline for the Empowered Community’s

exercise of this Rejection Action Process will be tracked, including the associated deadlines, at

https://www.icann.org/ec. The first deadline is a 21-day period for Decisional Participants to

each consider if it will raise a petition.”

 

As such, we have until 24 July 2019 to take action if needed.

 

(NOTE: This original email was sent by ICANN the day I went on vacation and I only got to it upon my return. Procedurally, we are working to address this situation to avoid single-threaded communications on such important matters, and/or to ensure Staff have a standing action to forward such communications to the full Council list. I apologize for the delay in forwarding this.)
