Thanks Steve.  I made two comments in the document.  The substantive one is as follows:
Should the letter consider the possibility that the appropriately chartered and qualified group may conclude that single character Han script strings are inadvisable due to the risk of confusion?  Or are we telling ICANN Org to instruct that group to develop guidelines without considering that possibility raise in public comment?

Staff has prepared a draft letter for the Council to send to our colleagues in the Global Domains & Strategy (GDS) regarding single character Han script gTLDs.
