Dear Lawrence, Anne, Farzaneh, and Councilors,
Thank you for really digging-in and sense-checking the
SPIRT Alert Process to the GNSO Council of potential issues concerning the New gTLD Program.
As SPIRT continues to establish itself to ensure that the 2026 Round operates effectively, there have been many moving parts, including how the issues may
be raised and referred to the SPIRT. In coordination with the SPIRT Leadership and after considering the remit of the SPIRT, the Council Leadership believes that this item is indeed premature for a vote at this time and requests that ‘Item 4: Council Vote
- Council Process for Response to SPIRT Request’ be moved from a voting item to a discussion item for the May GNSO Council agenda. There is a potential issue that the SPIRT had been intending to refer to Council, which was a factor in trying to move the approval
of a process along, but since the RySG are able to raise the issue directly with Council (which is introduced as an AOB item on our agenda) we do not need it to be referred to Council by the SPIRT.
In addition, at the request of the SPIRT Leadership, this discussion item has now been updated to a more general discussion on “Council Process for Forwarding
an issue to the SPIRT”. In other words, the SPIRT is instead seeking Council’s guidance on how issues should be forwarded to the SPIRT, particularly given that Council consideration of a potential issues will take place on a case-by-case basis. Council Leadership
believes that this update will facilitate discussions, provide sufficient opportunity for any questions or concerns to be fully addressed, and offer guidance to the SPIRT on the process outlined in the Predictability Framework.
