I believe one reason the IGOs did not wish to go the 'international treaty route" described by Mr Maher was that is takes about 10 years to get one.

Given this issue within ICANN dates to 2003 I note that we are currently doing rather well in pursuit of ten-year decision making timelines ourselves.
