Section 11.3. GNSO COUNCIL

(a) Subject to Section 11.5, the GNSO Council shall consist of:

(i) three representatives selected from the Registries Stakeholder Group;

(ii) three representatives selected from the Registrars Stakeholder Group;

(iii) six representatives selected from the Commercial Stakeholder Group;

(iv) six representatives selected from the Non-Commercial Stakeholder Group; and

(v) three representatives selected by the ICANN Nominating Committee, one of which shall be non-voting, but otherwise entitled to participate on equal footing with other members of the GNSO Council including, e.g. the making and seconding of motions and of serving as Chair if elected. One Nominating Committee appointee voting representative shall be assigned to each House (as described in Section 11.3(h)) by the Nominating Committee.

The more, the merrier' is the idea, but we have to also consider the workload an NCA can handle. The main reason we're changing the membership makeup for the future SCCI is that we what to lighten the workload of the councilors. While it is only fair to have all NCAs on the committee, it seems unfair to require them to be on all taskforce and burry them with work. 

I'd also like to remind us that we will have to draft the charter of a Task Force everytime we initiate one. Moreover, the SCCI charter is not enshrined. The Council and SCCI have the liberty to authorize changes to the membership structure as they see fit. The charter of the SCCI will be reviewed periodically, and the future Council and SCCI can modify the charter if necessary.

Manju mentioned there will be a lot of work to do and the corresponding change in the Task Force Membership language has not been made.  (See below.)  So please move Non-Com Non-voting to Task Force membership as well.  The role is designated as an "advisor to the Council as a whole" so that is the nature of the representative role in the TF.

A TF is a representative model. All members will serve in representative capacity, where applicable,

As the chair of the current CCOICI, I'm happy to have all 3 NCAs on the future SCCI.


I have always argued during our discussion in the CCOICI that the NCAs should not be treated differently. Seeing the work that's going to come to SCCI, the more hands we have on the deck the better. The original design of having only the voting NCAs as members were mostly concerning the balance for determining consensus levels, but I'm hoping it's not insurmountable.


Welcome any other opinions.

Regarding the Charter for the Standing Committee on Continuous Improvement, I am not sure why the NomCom Non-Voting Member of Council is listed as an Observer rather than a Member. The ByLaws clearly state that the NomCom Non-Voting Member has all the responsibilities and prerogatives of Council members other than voting. (Steve Chan confirmed this when I submitted a Motion to approve the SPIRT Charter.)


So please move the NomCom Non-Voting Council member out of the Observer status in the Charter and into the Member status. I am interested in this generally since the SCCI will continue long after i am gone and specifically because I was previously very involved with the prior Standing Committee on Improvement Implementation (GNSO SCI) where I served as both Chair and Vice Chair until that Committee was discontinued.


Apparently what goes around comes back around.
