Below is the language which I think covers the current situation, given that the voting NomCom reps are included in both the Committee and the Task Force membership. In other words, there should be no distinction between voting and non-voting in this Council Charter. (See ByLaws language in bold below.) One Nominating Committee appointee voting representative shall be assigned to each House (as described in Section 11.3(h)) by the Nominating Committee.

As the chair of the current CCOICI, I'm happy to have all 3 NCAs on the future SCCI.
I have always argued during our discussion in the CCOICI that the NCAs should not be treated differently. Seeing the work that's going to come to SCCI, the more hands we have on the deck the better. The original design of having only the voting NCAs as members were mostly concerning the balance for determining consensus levels, but I'm hoping it's not insurmountable.
Welcome any other opinions.

Regarding the Charter for the Standing Committee on Continuous Improvement, I am not sure why the NomCom Non-Voting Member of Council is listed as an Observer rather than a Member. The ByLaws clearly state that the NomCom Non-Voting Member has all the responsibilities and prerogatives of Council members other than voting. (Steve Chan confirmed this when I submitted a Motion to approve the SPIRT Charter.)
So please move the NomCom Non-Voting Council member out of the Observer status in the Charter and into the Member status. I am interested in this generally since the SCCI will continue long after i am gone and specifically because I was previously very involved with the prior Standing Committee on Improvement Implementation (GNSO SCI) where I served as both Chair and Vice Chair until that Committee was discontinued.
Apparently what goes around comes back around.
