Dear Councilors,

As you may recall, the New gTLD Subsequent Procedures Policy Development Process Working Group established a sub-team, known as Work Track 5, in late 2017 to address the issue of geographic names at the top level. Work Track 5’s first task was to agree upon a Terms of Reference (ToR) document describing the scope of work and methods for completing this work.

Please find the ToR attached, which closely follows the format of a GNSO Working Group charter. The Terms of Reference document is also available on the Work Track wiki: https://community.icann.org/x/RgS8B.
