On behalf of Osvaldo Novoa, the GNSO Council Liaison to the Transfer Policy Review PDP, I am pleased to attach the Final Report of the Transfer Policy Review Working Group.

Roger Carney, the WG Chair, will present the final policy recommendations to the Council at the upcoming Council meeting on 13 February 2025.
