In my years supporting the Council, I do not recall the Council ever providing comment to a Preliminary Issue Report. The public comment period for the Preliminary Issue Report
is really for the broader community to share input with the staff that have drafted that report, who then takes it into account and makes revisions as necessary for the Final Report. The Council is then well positioned to consider the Final Issue Report, inclusive
of feedback received, and determine the appropriate next steps.
As for timeline to prepare the Final Issue Report, the answer is that it depends on the volume and complexity of public comments received. The PDP Manual provides staff with
30 days from the close of the public comment period to prepare the summary and analysis and the Final Issue Report (along with the potential for an extension). However, hopefully it is evident so far that your staff team is trying to complete things as expeditiously
as possible!
