Motion for Electronic Ballot Vote 25 June 2026 - 30 June 2026
Motion to Adopt the Revised Charter of the Customer Standing Committee

WHEREAS,
- The
Customer Standing Committee (CSC) was established as one of the post IANA Transition entities and conducted its first meeting on 6 October 2016;
- In accordance with
Section 17.2(d) of the ICANN Bylaws and per the CSC Charter, the effectiveness of the CSC is to be reviewed using a method determined by the ccNSO and GNSO Councils;
- In
September 2018, the ccNSO and GNSO Councils adopted a template to conduct the first Effectiveness Review, and in
August 2021, the ccNSO and GNSO Councils adopted the Terms of Reference for the second CSC Effectiveness Review, using the same template as the first review supplemented with a question on whether the recommendations of the first review had been implemented
and were effective;
- On 17 March 2023, the CSC Effectiveness Review Team delivered its
Final Report to the GNSO Council for its consideration and adoption.
- On 20 April 2023, the GNSO Council voted to
approve the
Final Report of the CSC Effectiveness Review Team.
- The implementation of two of the CSC Effectiveness Review Team’s
Final Report’s recommendations involved Fundamental Bylaws Amendments, including (i) updating the cadence of the CSC Effectiveness Review to every five years, as opposed to the current two-year review cycle (Article
17, Section 17.3) and (ii) updating the CSC membership to allow for the appointment of alternate members and liaisons (Article 17, Section 17.2).
- On 11 February 2026, the ICANN Board opened a
public comment forum on the proposed Fundamental Bylaws Amendments to implement recommendations of the second IANA Naming Function Review (IFR) and the most recent Customer Standing Committee (CSC) Effectiveness Review.
- The IFR and CSC items were presented together for the community to streamline the Fundamental Bylaws Amendment Processes as both topics relate to how the community
oversees ICANN in its performance of the IANA functions.
- The
updated CSC Charter was posted as part of the
public comment forum.
RESOLVED,
- The GNSO Council approves the
updated CSC Charter.
- The GNSO Council requests that the GNSO Secretariat notify ICANN Org staff supporting the CSC no later than 30 June 2026.
