Dear Councilors,

During the GNSO Council meeting on 15 March, I noted that given some ambiguity and questions about what a Representative + Open model would mean in the context of an Implementation Review Team, I asked my colleagues in GDS to consider drafting some brief documentation to help with understanding. Attached, please find such guidance.

When reviewing, I would remind you all that this proposal is nothing more than a suggestion to help enhance the efficiency of the SubPro IRT, given the long list of recommendations that will need to be implemented. However, if the Council objects to the suggestion and prefers the open model, the call for volunteers will of course reflect as such.
