Council leadership would like to make an update regarding Observers in the DNS Abuse Mitigation PDP1 Charter. We note that this specific point did not receive active discussion in the course of the work of the Charter Drafting Small Team, however given the interest and attention the topic has received from the ICANN community, principles of openness and transparency, as well as all Council discussion on the topic so far, this is a more preferable mode of participation for Observers in the DNS Abuse Mitigation PDP 1: Associated Domain Checks.

 

Specifically, the update will be as follows (Charter, p7 https://gnso.icann.org/sites/default/files/policy/2025/draft/charter-dns-abuse-mitigation-pdp1-23dec25-en.pdf):

 

Observers: Anyone interested in this PDP may join as an observer. Observers are provided with read-only access to the mailing list and are not invited to attend meetings. observers are subscribed to the mailing list on a read-only basis but are NOT able to post. Similarly, observers are NOT allowed to actively participate in PDP Team meetings, however, they will be allowed to follow the live zoom webinars. Recordings / transcripts of meetings will be posted publicly.

 

Please note that this text has been drawn from the charters of two previous PDP/EPDPs and we believe it is a better approach for this upcoming PDP (and mirror in large part how Observers observe Council work). Unless there are objections from councilors, leadership would like to have this language updated in the charter. Many thanks to all!

Please note that the Charter linked to the Motion is now in final form. Many thanks to the Charter drafting small team for their work and constructive efforts to get us here.

Key changes from the previous version include:

  • A rewording of q5 to focus on remedies and avoid duplication of language
  • A swap in some of the text in the description of Members and Participants criteria for logic flow

 

The friendly amendment to the Motion includes the updated link to this Charter in clause 6, and additional word (“Alternates”) to resolved clause 2 which will now read:

 

2. The GNSO Council requests that the GNSO Secretariat publish the Call for Volunteers for Members, Participants, Alternates, Observers, and relevant liaisons per the membership structure within the PDP WG charter.
