Dear Council and SG/C Chairs,

I am writing to announce a change to the GNSO Council’s Standing Standing Committee on ICANN Budget and Operations (SCBO). You will likely recall the email I sent on 16 November, which itself followed a joint GNSO Council & SC/G Chairs call on 26 October where this change was first discussed. After seeking input from all of you, it seems that there is support to pursue the change to the SCBO, which at a high level will convert it from a Council-specific standing committee to a GNSO-wide forum to discuss the ICANN budget. As I’ve previously communicated, Council leadership believes this is a positive change that will support broader and more consistent understanding of the ICANN budget across the GNSO, as well as streamline our communications with ICANN Finance. Accordingly, the Council and SG/Cs should all be better prepared to draft any public comments they are considering submitting.

Beyond announcing this change, there are two specific items where I require your assistance.

While the previous SCBO was limited to just Council members and GNSO subject matter experts, any GNSO members are invited to join the mailing list and any meetings scheduled. If you or any of your members would like to be added to the mailing list, please contact gnso-secs@icann.org.
For those already subscribed to the mailing list, you will see that a meeting was scheduled for Monday, 09 January 2023 at 21:00 UTC. The rationale for targeting this week is because it is just prior to the deadline to submit clarifying questions to ICANN Finance. Please communicate this timing to any interested members. The meeting invite will be circulated to any new members that are added to the mailing list.

Please let me know if you have any questions. We continue to think this is the right path for the SCBO and certainly welcome feedback after this budget cycle.
