The attached was submitted by one the HSTLD CWG participants<br>
describing, from his perspective, some the troubles the wg ran into. I<br>
found it very helpful in understanding the kinds of issues we should try<br>
to mitigate as we discuss how CWGs may operate going forward.<br>
