Hello All,

The NCSG wishes to clarify that we are not clear about agenda Item 4, which calls for a Council vote on providing guidance to the Implementation Review Team (IRT) for IGO-INGO Curative Rights.
While the NCSG acknowledges the Council’s essential role in ensuring that implementation remains consistent with the intent of consensus policy recommendations, we are concerned that the current motion timeline does not allow for a sufficiently thorough consideration of the issue. The proposed guidance involves a significant interpretation of Recommendations 3 and 4, specifically concerning the timing and circumstances under which new arbitral proceedings may be initiated.
Given that this interpretation may deviate from the literal language of the Final Report which mirrors established UDRP and URS timelines the NCSG believes that more time is required for deliberation to have a better understanding of the issue. Therefore, the NCSG requests additional time to review the specific recommendations and the IRT's rationale before the Council proceeds to a formal vote.If this is not possible and impedes the IRT's work, a few of us will abstain and read this statement.
