Dear James,

As you know, Amr Elsadr resigned from the Council after joining ICANN staff.

In such a case NCSG Charter calls for the Executive Committee to fill the
vacant council position until the next regularly-scheduled election.

The EC first appointed Avri Doria as a temporary alternate for
transition period, as per GNSO Operating Procedures 3.8.3 b, until the
end of ICANN 58 meeting in Copenhagen, that is up to March 16, 2017.

Then the EC appointed Martin Pablo Silva Valent as Amr's replacement, to
be seated after ICANN58, that is as of March 17, 2017, until the next
regular election, which in this case works out to be the same as end of
Amr's term, ICANN60 in Abu Dhabi.
