In preparation for the discussion of the AOB item 9.3 Discussion Paper on .Quebec in the upcoming GNSO Council meeting, please find two supporting documents attached:

1. Discussion Paper about “.québec” Challenges: this is a staff developed paper which will serve as the focus of discussion; staff plan to briefly present on this and provide highlights during the upcoming Council meeting.
2. ALAC correspondence on DotQuebec: this is an ALAC developed paper on the same topic; ALAC Chair Jonathan Zuck shared this with Sebastien Ducos after ICANN77, and it is now shared with the full Council per request from the GNSO Council leadership.
