Apologies, everyone, for the holes in my notes on this one.

It's clear from the responses here that there is interest in putting together high-level comments. It looks like our drafting team is Ayden, Tanya, Martin, Michele, Rafik - any others can contact these folks. Who will be the leader to get this done by the submission deadline?

Best wishes,

Heather

+1 to Michele.
Can't see any difficulties agreeing on such a statement on the GNSO Council level -- unless, of course, someone is against fiscal prudence and clear KPIs and ROI.

A high level statement that urges ICANN to:

  • Be fiscally prudent
  • Track ROI and have clear KPIs

Is something that we should be able to agree on.

I am sure sharing your experiences with the Council in an informational email would be great as to give an idea of the insides (pros and cons) of the fellowship to those (like the CPH) who might not have been involved in the Fellowship program or the NextGen program. So, please do go ahead and start an email thread, if you wish so.

As for a Council comment, i don't have any hard feelings about this but would strongly agree with Heather on the need to focus on what we have on our plate to cover and leave the SG/Cs to be heavily involved in putting together their own comment/answers to the question. Also, we are far from having the same understanding or the same view on these programs (even inside SGs), so it will be very difficult for us to agree, as a Council, on a joint statement.

Regards,

Arsene

I never proposed to add MY personal experience, but to share them with the Council if they were needed.

I agree. I do not think it is helpful to add personal anecdotes to this letter (or I could share some healthy counter perspectives to Martin's views), but given the programme's sizeable cost and ICANN's stabilising budget, I think we would be remiss if we did not comment broadly on the need to measure the effectiveness of the fellowship programme in terms of bringing active participants into the ICANN community and onto the GNSO Council.

I would go with Marie's suggestion - why don't we submit several points and keep it high level. Michele's suggestions are important and it would be good if we make the point.

SGs can submit their comments re: experience and capacity building. But as we are calling for fiscal prudence, I think it's important to make a short and concise comment.

Your way forward seems logical to me Heather; if Council does want to comment separately then a high-level shout out of Michele’s 2 points (budget cuts & KPIs to ensure that there is real ROI) would make sense, and fit within our overall good governance/stewardship goal.

Dear Rafik, Ayden, Martin, all,

I understood the interventions as we wrapped up Donna's review of the "evil spreadsheet" as that, in view of the tremendous volume of work we now have on our collective plates as Council (liaison expectation documentations, refilling liaison roles, White Paper on PDP incremental improvements, ICANN61 planning), we would do well to leave the comment opportunity to SG/Cs, and that would also give the individual SG/Cs room to leverage the specific and individualised experience with Fellows in their communities.   If I have misunderstood and there's a clear need for Council itself to make a statement, I'll encourage any and all to jump in here and say so.

Best wishes,

Heather

if there is support within the council to respond to this comment since some points were made before with regard to budget, I will be happy to lead the effort.

Dear Council colleagues,

I recall Michele Neylon making reference to the Fellowship review during our 3 days together. Please find here documentation about that process.

Dear Community Leaders:

We’re launching a community-wide consultation on the Fellowship Program to help inform its future direction.

The attached paper provides an overview of the program, including a breakdown of the data available on the Fellows, a questionnaire, and other details about the consultation process.

We anticipate that there will be interest in further discussing this process and our team will be available to speak with community groups about the current Fellowship Program and the questionnaire at ICANN61 or remotely. Questions about the program and responses to the questionnaire should be sent to fellowshipconsultation@icann.org by 30 March 2018.

Grateful if you could share this informationso that each community group is aware of and has the opportunity to participate in the consultation.

Best,

Ergys Ramaj
Sr. Director, Public Responsibility Support, ICANN
