I mean the reference in the motion to the consent agenda of the future meetings where the council is supposed to sanction the leadership's proposal (see Resolved 1d: ...Following this determination, this decision is to be confirmed by the GNSO Council as part of the consent agenda...).

What is the SSC's rationale for this?
