Dear All,

 

Thank you everyone for your input and considerations on the DNS Abuse motion and draft charter. Based on careful review of the feedback and comments, attached please find the amended motion. Specifically, the proposal is that Council initiate the two separate PDPs during tomorrow’s meeting, while at the same time granting additional time for Council to continue its review of the charter.

 

From the comments provided, the two main areas requiring further discussion within the charter are:

  • Human rights considerations around registrant recourse and remedies in general (potential template language), 
  • the Working Group model.

 

To this end, we propose to have a charter drafting team to look at these two main areas and bring back an updated draft charter  to be presented to Council at the next meeting.

 

We have had strong engagement from the entire Council and by extention the whole community throughout this process, and an exceptional opportunity to address many of the issues during Public Comment, at ICANN84, and during the last Council meeting. I cannot overstate the importance of ensuring that the charter is fit for purpose, and that Council has sufficient time to refine it so the PDP Working Group can begin its work with a clear and effective mandate.
