The RrSG would like to propose the attached friendly amendment adding clarifying detail to the motion. We believe it is important to have it on record (in the motion) that there are scope and principles stipulated by
the Council at the outset and against which Council has evaluated and determined that the recommendations in the Final Report are consistent with such scope and principles.
