All, I am in support of Wendy's wording (with a minor tweak) as follows: Reports and motions should be submitted to the GNSO Council for inclusion on the agenda as soon as possible, but no later than 23:59 UTC on the day, 8 calendar days before the GNSO Council meeting. Any concerns or objections, please raise ASAP otherwise I suggest we post for public comment. Dear All,
Per our discussion during the wrap up session, I can confirm that the Bylaws require that any changes to the GNSO Operating Procedures are subject to a minimum 21 day public comment period ('The GNSO Operating Procedures shall be effective upon the expiration of a twenty-one (21) day public comment period, and shall be subject to Board oversight and review' - see article X, section 3, item 4, http://www.icann.org/en/about/governance/bylaws#X).
With best regards,

Thanks Marika, The current language of our Operating Procedures is: "Reports and motions should be submitted to the GNSO Council for inclusion on the agenda as soon as possible, but no later than 8 business days before the GNSO Council meeting." To provide precision and uniformity, I propose we amend it to: ..."no later than 23:59 UTC on the day 8 calendar days before the GNSO Council meeting." --Wendy -- Wendy Seltzer -- wendy@seltzer.org +1 617.863.0613 Policy Counsel, World Wide Web Consortium (W3C) Fellow, Berkman Center for Internet & Society at Harvard University Visiting Fellow, Yale Law School Information Society Project http://wendy.seltzer.org/ https://www.chillingeffects.org/ https://www.torproject.org/ http://www.freedom-to-tinker.com/
