I would agree with Philip that simple is best and therefore support the terms proposed by Philip. However, I would note that while 31 January does give new councillors the opportunity to vote for their chair, that date does potentially raise an issue if a chair's term as a councillor is scheduled to end at the end of an AGM, ie their term as councillor would need to be extended or an interim chair would need to be appointed (possibly one of the deputies).
