Thanks Julie - It looks as though the Task Force language should also be modified in terms of membership.  

 

Manju mentioned there will be a lot of work to do and the corresponding change in the Task Force Membership language has not been made.  (See below.)  So please move Non-Com Non-voting to Task Force membership as well.  The role is designated as an "advisor to the Council as a whole" so that is the nature of the representative role in the TF.

Membership Structure
A TF is a representative model. All members will serve in representative capacity, where applicable,
and as such, be responsible for consulting with their respective groups on a regular basis.
Any TF shall consist of a total of 20 Members, 6 Alternates and 14 Observers7:
● A maximum of three members and one alternate from the RrSG (3 & 1)
● A maximum of three members and one alternate from the RySG (3 & 1)
● A maximum of six members and one alternate from the CSG8 (6 & 3)
● A maximum of six members and one alternate from the NCSG9 (6 & 1)
● One Council NomCom Appointee from each house (2)
● SCCI Chair in Ex-Officio (non-voting/non-representative) capacity (1)
● Fourteen Observers:
○ One Council Chair (1)
○ One Council Vice-Chair from each house (2)

○ One Chair from each Constituency or Stakeholder Group (8)

As the chair of the current CCOICI, I'm happy to have all 3 NCAs on the future SCCI.


I have always argued during our discussion in the CCOICI that the NCAs should not be treated differently. Seeing the work that's going to come to SCCI, the more hands we have on the deck the better. The original design of having only the voting NCAs as members were mostly concerning the balance for determining consensus levels, but I'm hoping it's not insurmountable.


Welcome any other opinions.

Regarding the Charter for the Standing Committee on Continuous Improvement, I am not sure why the NomCom Non-Voting Member of Council is listed as an Observer rather than a Member. The ByLaws clearly state that the NomCom Non-Voting Member has all the responsibilities and prerogatives of Council members other than voting. (Steve Chan confirmed this when I submitted a Motion to approve the SPIRT Charter.)


So please move the NomCom Non-Voting Council member out of the Observer status in the Charter and into the Member status. I am interested in this generally since the SCCI will continue long after i am gone and specifically because I was previously very involved with the prior Standing Committee on Improvement Implementation (GNSO SCI) where I served as both Chair and Vice Chair until that Committee was discontinued.


Apparently what goes around comes back around.
