Thank you, Anne. In terms of voting, the GNSO Operating Procedures detail the options for GNSO Councilors to enter in response to a motion requiring a vote. Specifically, Section
4.3.2 provides, "Councilors may enter either a "No", "Yes", or "Abstain". The Operating Procedures do not contemplate a situation where Councilors can vote on an option within a motion.
For that reason, we believe you, as the maker of the motion, may propose the version of the motion with the isolated option selected for the Council to vote on prior to the
vote. Alternatively, you may submit separate motions with the isolated options; however, we note that Section 4.3.5 of the Operating Procedures provides that parallel efforts on similar / identical topics should be avoided. For that reason, we would recommend
the first option: the maker of the motion proposing the option selected for the Council to vote on.

Having heard no new proposed friendly amendments to the Motion already made regarding the instructions from Council to the Sub Pro IRT for the IGO/INGO Reserved Names implementation options, I confirm the Motion as previously forwarded
and shown at this link:
This Motion was seconded by Lawrence. Due to timing associated with the planned adoption by the ICANN Board of the Applicant Guidebook for the 2026 round on October 30 in Dublin, it's advisable that the vote be scheduled in Part 1 of the
GNSO Council meeting in Dublin. This vote should not be further deferred or delayed, but I would anticipate that some Councilors may have statements to be made in connection with their votes.
Thomas has observed that Council is unlikely to be unanimous on this vote and that's okay. Will staff please advise by reply how voting will proceed when there are three Options being presented? Will Councilors be able to respond with
a "yes" vote for the relevant Option of their choosing?
