Here is a proposed agenda outline for the Public Council Meeting in Cartagena.  Note that it must be posted not later than 15 November, so feedback is needed not later than Friday this week (12 November).  All feedback is welcome (i.e., order of topics, missing topics, topics not needed, etc.).  Note that some of the topics are intentionally broad so that they can include multiple subtopics (e.g., New gTLDs, Whois & Internationalized Registration Data, GNSO Improvements, etc.)
