Quick question. The first decision seems to hold a dependency: 

"Noting some of the questions surrounding the financial sustainability of SSAD and some of the concerns expressed within the different minority statements, the GNSO Council requests a consultation with the ICANN Board as part of the delivery of the GNSO Council Recommendations Report to the ICANN Board to discuss these issues, including whether a further cost-benefit analysis should be conducted before the ICANN Board considers all SSAD-related recommendations for adoption."

Should I read this as a contingent adoption of Recs#1-18 by Council? And is this contingent on the Board accepting a request for consultation on financial sustainability, minority statements particularized to the SSAD and cost-benefit analysis for implementing said Recs#1-18?

If this is the case, and until those prerequisites are met, would Council then be obliged to return and formally approve the reporting of these recs?
