Hi all,
Following our 16 April GNSO Council meeting, I had the action item to circulate a draft response to the 11 March letter from the ICANN Board on EPDP Phase 1 Recommendation 7 and the Thick WHOIS transition
policy. That draft is attached for your review. I have coordinated this with Pam and Rafik and they are good with it.
I note that John and Marie volunteered last week to participate in the drafting, so please provide any comments or feedback to this first draft.
To summarize, this draft response (1) acknowledges the Board’s view that Rec 7 did not explicitly replace or retire the Thick WHOIS transition policy, (2) agrees that there is a conflict between Rec 7 and
the Thick WHOIS policy, (3) acknowledges the role of the GNSO Council in kicking off an appropriate policy development process to address the conflict, and (4) says ICANN Org and the IRT should implement Rec 7 as written and approved pending the results of
the new PDP work to address the conflict.
On procedural grounds, the GNSO Council needs to ensure that Consensus Policies approved by Council and the ICANN Board are implemented appropriately and consistent with the policy recommendations.
