Thanks Terri.  I think Sam has done a great job with the drafting here.  My only comment is that the last paragraph might lead a newcomer to think that we refer to a Board-appointed Liaison to the IRT.  Therefore, I would recommend two sentences instead of one.  The current language is:

Finally, the Council is available to serve as a resource for the ICANN Board while it considers adopting Council-approved policy recommendations and appoints a Liaison to the Implementation Review Team (IRT) tasked with implementing approved policy recommendations to escalate any issues that may be resolved by input or action by the Council.

Here is what I recommend:
