CONSENT AGENDA

Motion to Confirm the GNSO Members to the Review of Reviews Cross Community Group (RoR CCG)

WHEREAS,

  1. The Review of Reviews Cross Community Group (RoR CCG) is being established as a follow-up to the Pilot Holistic Review (PHR) Team’s proposal to fulfill a one off evaluation of the full set of reviews and assess the need for change to ICANN's structures.
  2. On 30 July 2025, the final version of the draft Charter for a CCG to oversee and coordinate efforts relating to this matter was delivered by Alejandra Reynoso, the ccNSO Chair, to Tripti Sinha, the ICANN Board Chair.
  3. According to the draft Charter, the CCG is open to members nominated by Nominating Groups, including ICANN’s SOs and ACs, where each Nominating Group may propose nominees for membership in the group in accordance with their own rules and procedures on the explicit understanding that there will be only a maximum of two (2) per Group.
  4. On 5 August 2025, the GNSO announced a Call for Expressions of Interest (EOI) [gnso.icann.org] to solicit two (2) volunteers to fill the roles of members to the RoR CCG, which closed on 11 August 2025.
  5. On 14 August 2025, the GNSO Council approved the Charter for the RoR CCG and tasked the GNSO Standing Selection Committee (SSC) with reviewing the applications and recommending two (2) candidates as the members for the RoR CCG, at least one of whom should be a GNSO Council Member.
  6. On 20 August 2025, the SSC convened to review and deliberate on the five (5) applications received—three (3) of them Councilors—taking into account the selection criteria outlined in the announcements.
  7. On 8 September 2025, the SSC submitted its Full Consensus recommendation to the GNSO Council, by way of submission of the relevant motion.
  8. The GNSO Council considered the recommendation of the SSC.

RESOLVED,

  1. The GNSO Council confirms Sophie Hey and Osvaldo Novoa as the two (2) members of the RoR CCG.
  2. The GNSO Council asks the GNSO Secretariat to inform the GNSO-appointees that they have been selected.
  3. The GNSO Council asks the GNSO Secretariat to send a response to those applicants who were not appointed, thanking them for their interest and encouraging them to apply for future opportunities as they arise.
