I do remember that point in advice, and in discussions, but I do not believe it was codified anywhere yet.  I  be wrong.  I had to do some search. 

- It is not in the bylaws or the newly propose council guidelines.

- For history the old guidelines (circa 2002 of the council stated (notice the last line):
