Thanks for everyone's input on this. As August 31 is tomorrow, it is now clear that we will not be ready to send a Council letter to the Board by that deadline.

As such, taking note of the comments provided below, including Margie's and Bruce's recommendations, I have decided to send the attached letter to the Board. I am doing this because there is simply no time for the Council as a whole to approve sending this letter. As the content is merely factual and in no way carries any Council views, I am claiming Chair's prerogative in deciding to send the letter.

I believe it is important that we inform the Board of our ongoing work on this issue and our hope that we will be in a position to provide the requested input after our Sept 13 meeting.

As such, I have also amended the Sept 13 to include a discussion of the proposed draft WHOIS RT FR input from the GNSO.
