As to your question, the standard request for candidates says “The Liaison shall strive to give at least two months notice before stepping down to provide sufficient time to conduct an Expression of Interest process to identify a replacement.” This applies to a Liaison who is stepping down at an AGM or one who is stepping down “out of cycle” at another point in their term. A number of factors may impact the exact dates that the EOI opens and closes relative to the meeting in which Council appoints the Liaison, for example:

 

 

The generic timeline provides flexibility to fill in appropriate dates accordingly.  As it is known that Jeff will term out at the 2024 AGM, the upcoming EOI in 2024 can be initiated well in advance and will include a specific timeline for the selection process. The SSC will be provided this timeline when Council assigns the selection process to the SSC.  Does that answer your question?

Thanks John. I believe the word “requirements” after the word, “specific”, may be missing from the new version you sent.  Here is my copy and paste from that version:

 

  1. “The leadership of each Stakeholder Group / Constituency may submit the application of its candidate(s), which should include at a minimum a link to a completed and current statement of interest as well as a brief note explaining why the candidate has applied for this role and how the candidate meets the specific by [DATE] at the latest to the GNSO Secretariat (gnso-secs@icann.org). Candidates must complete the attached Acknowledgement and Consent Form and application template. “

 

I guess the question I was asking is whether the DATE to be filled in should be the date two months prior to the end of the term of the present GAC Liaison.   (Asking that as a member of the Standing Selection Committee)   In this language, the DATE appears uncertain or To Be Determined.  Elsewhere in the doc there is a reference to the current GAC Liaison letting people know if he or she plans to continue at least two months before the end of his or her term.  In this case, we know that Jeff won’t continue.  So shouldn’t the date for submissions be two months prior to the end of the relevant AGM? 

 

I don’t think the date for submissions from SOs and ACs in relation to the next liaison would require GAC review.  It’s procedural, not substantive, but it seems that deadline should be clear to all.

  1. The generic call for volunteers is intended to be a standard or form document and not specific to this term. The call for volunteers specifies that the term begins at the AGM and runs for two years. It is the motion to reappoint Jeff that speaks to this specific term, and that motion specifies that his term ends at the AGM 2024.

 

  1. I realized there could be additional clarity in point 1 of the application process in the standard request for candidates.  Attached you will find revision taking into account your concerns: “The leadership of each Stakeholder Group / Constituency may submit the application of its candidate(s), which should include at a minimum a link to a completed and current statement of interest as well as a brief note explaining why the candidate has applied for this role and how the candidate meets the specific requirements by [DATE] at the latest to the GNSO Secretariat (gnso-secs@icann.org).” The idea is that this standard timeline can be customized by Council and the SSC for a selection process based on the date of the AGM and any other relevant information that must be taken into account. Before a request for candidates is launched, the relevant dates will be filled in.

 

Note, that any more additional substantive edits to the document will require us to bring it back to the GAC and we will need to defer the motion.

Hi all,

I am not sure whether the Nom Com non-voting position can suggest friendly amendments to Motions, but as a member of the Standing Selection Committee, I think the Motion should

  1. State the dates of the current term with beginning and ending dates – is this linked to the July 1 Annual report to be made by the Liaison or some other date?
  2. State more explicitly that SOs and ACs must bring recommended candidates for the next GAC Liaison before the Council by a date that is the Council meeting occurring two months prior to the end of the term of the current GAC Liaison.
