I note the following text in the letter from Tripti which I believe merits more attention by Council and the SSAD Supplemental Recommendations Team.  The Board says it has authorized-
"...ICANN org to take the lead in advancing further work on the technical requirements
for authentication and proof-of-concept testing with law enforcement agencies..."

Within the PSWG Authentication group working on Urgent Requests, several of us had expressed concerns about the proposed system for ICANN Org to provide email addresses to registrars which are considered by PSWG Leadership, Interpol, and Europol to be legitimate law enforcement agency addresses.  We have continually asked for the protocols applicable to verification and purging on these email addresses and also asked that the ICANN Org posting in a proposed "proof-of-concept" contain an advisory that the email addresses are not guaranteed by ICANN to be legitimate and that registrars should use their own verification processes to draw the conclusion that the request is coming from a valid LEA source. 

After requesting these additional safeguards, I am not aware of any further work on this "proof-of-concept" and have not received an invitation for a follow-on meeting from the PSWG Authentication group.  This is despite the fact that the suggestions we made were generally viewed as constructive.  So a question arises as to how far the authorization for this "proof-of-concept" goes and whether the suggestions made before a pilot launch by ICANN have been incorporated.

At this stage, I would recommend that Council consider replying to this letter that any proposed "proof-of-concept" for providing LEA email addresses to registrars be reviewed with the SSAD Supplemental Recommendations Team prior to implementation by ICANN.  As recognized in Tripti's letter, this is very closely related to the Authentication process which the SSAD Supp Rec Team has been assigned to address.
