i put a lot of puzzling into the earlier draft of their report and tried to make sense out of the proposals. i finally drew a 1 page picture (PDF attached) and arrayed their ideas on the Standard Consultant Two-Dimensional Matrix. in this case, i chose these as the dimensions:

i think some sort of sifting along these lines may help us sort out how to respond to these ideas. or not. :-)
