Attached is a draft charter prepared by staff for board initiated PDP on the Remaining Issues not covered under the 2013 RAA.

We discussed this at a principle level on the previous council call and generally it was felt that a charter should be prepared by a drafting team.

Therefore, we have a few options here:

1. Discuss and potentially use this draft charter.

2. Commission a drafting team and offer them this material as a starting point

3. Commission a drafting team and offer them a blank slate

In this specific example, it may be that there is value in going ahead with 1 or 2 since the framework is, I believe, quite clear already.
